What it is: Creating a quality proposal, even for a simple government contract takes dozens and frequently hundreds of hours to produce. And before most companies will make this kind of investment, they will conduct a qualification analysis that typically evaluates:
1) The company’s  chances of winning
2) The effort to create a quality proposal
3) And the value to them if they win

The level of detail and time invested into qualifying an opportunity varies based on the size and importance of that opportunity but it usually takes at least a couple hours, and for very large proposals may take days or weeks.
