Reading solicitation docs

  • Goal: The goal here is to help us understand:
    • How government documents are structured
    • How to find what you need at each stage quickly
    • Make sure you don’t miss important, but hidden clauses in the documents
  • Solicitation docs are long: Even a small purchase can have solicitation docs dozens of pages long
  • They are poorly organized: Solicitation docs are recycled, so the RFP documents you see are the product of decades of contracting officers sharing documents, adding to them, deleting sections, swapping in different types of work. And over time the structure gets lost
  • You don’t have time to read the whole thing multiple times: We recommend reading the documents iteratively, and reading just enough each time to answer your key questions and move the process forward.
