Make sure you don’t miss important, but hidden clauses in the documents

They are poorly organized: Solicitation docs are recycled, so the RFP documents you see are the product of decades of contracting officers sharing documents, adding to them, deleting sections, swapping in different types of work. And over time the structure gets lost
